The PROLER programme will support the Mozambican government’s in their bids for tenders. The bidding mechanism and tenders enable renewable energy power generation projects (solar and wind) to be launched in a transparent, competitive and sustainable manner, coupled with sound technical, financial and legal frameworks, attractive to the private sector.

Context

The Government of Mozambique is committed to reaching the Sustainable Energy for All target of Universal Energy Access by 2030. To reach this ambitious goal, Mozambique needs to generate affordable and sustainable electricity, by ensuring diversification of sources of energy, especially green energy and renewables. The country must take advantage of the rapid cost reductions related to technical advances in renewable energy technologies, such as wind and solar power.

In this context, the Mozambican government commissioned ARENE and EDM to develop a sustainable energy strategy for the country. The goal is to achieve a significant reduction in CO2 emissions, while supporting the growth of electricity demand. The involvement of private actors is crucial, given the number of investments to be made.

Objectives

The PROLER program has the following main objectives:

  • Identify potential project sites and conduct technical feasibility studies
  • Design an appropriate procurement structure with clear and definitive financial structuring and risk mitigation mechanisms
  • Prepare bid documents and advise the entity responsible for the procurement process about selected Renewable Energy projects.

EXPECTED RESULTS
Four renewable energy projects (three solar and one wind) with a unit capacity of 30 to 50MW interconnected to the grid.

Impact

The development of solar and wind power plants at a competitive electricity sales price should:

  • Diversify the country’s energy mix,
  • Provide a quick and cheap solution in remote areas with a production deficit;
  • Reduce greenhouse gas emissions.

This initiative is part of the National Renewable Energy Strategy, which aims to strengthen Mozambique’s resilience to climate change.
